I'm not 100% sure if this is true or not. There does seem to be a cap, but it seems to be in the form of a minimal absolute time to cap, not in the number of people. I'm just going off memory, but from what I remember points like the first to of gravelpit, and the middle one of granary seem to respond to more than 4 people on them.
